in explanation of Pinencial Minute No. 105 which was re-

-commended by the Finance Committee and approved by Legis-

-lative Council on the 29th. ultimo that Dr. To has, pend-

-ing your approval, been continued in his office upon the

conditions set out in the 1st. paragraph of this Despatch

and that this vote was necessary to cover the increased

salary paid him as from the 1st. of last October.
